Layers of Protection

Strong water safety is built through multiple layers that work together. No one strategy is enough on its own.
1.3 - Layers of Protection

Layers of Protection

This video explains why no single water safety strategy is enough on its own. Explore how environmental safeguards, active supervision, skill-building, communication supports, and emergency preparation work together to create stronger protection.

What Is a Layer?

A layer of protection is any strategy that reduces risk and supports safer engagement with water. Strong plans use more than one protective measure at a time.

Types of Protection

Environment

Fencing, locks, alarms, barriers, and controlled access points.

Supervision

Assigned, direct, and active supervision with no ambiguity about who is watching.

Skill-Building

Water familiarity, swim practice, communication supports, and safety routines.

Preparedness

Preparedness includes what happens if prevention fails. Families and communities benefit from clear emergency plans, updated contact information, and familiarity with nearby water locations.
The most effective safety plans do not rely on one intervention. They combine multiple strategies that reinforce one another.
